Steel and steel products are currently key exports for many businesses to foreign markets. In this article, we will explore and answer your questions about steel export procedures.

1. HS Code for Steel and Steel Products

According to the import and export tariff schedule for 2023, steel and steel products fall under Chapter 72 with the HS code.

2. Customs Procedures for Steel Exports

To export steel, you need to prepare a customs documentation package, including:

  • Customs export declaration form
  • Sales Contract
  • Commercial Invoice
  • Packing List
  • Bill of Lading
  • Documents related to the input materials (invoices, purchase order, procurement records)
  • Export Power of Attorney (if required)
  • Certificate of Origin
  • And other necessary documents, if applicable

3. Considerations When Exporting Steel

3.1. Certificate of Origin (C/O) for Steel Exports

This certificate is not mandatory during the customs clearance process, but it may be requested by the buyer in cases of special trade agreements between Vietnam and the importing country. The certificate of origin can help you enjoy preferential import duties. For example, for the ASEAN market, you may need Form D (Certificate of Origin Form D), China uses Form E, the US uses Form B, and so on.

To apply for a C/O for steel exports, you need to prepare documents such as the Bill Of Lading, Invoice, Packing List, Customs export declaration form, production standards, production processes, and input material details (import declaration, purchase invoices for raw materials, procurement records, etc.).

3.2 Shipping Mark for Goods

For exported goods, to ensure smooth transportation and customs clearance, it is advisable to label shipping marks on the packages. The information on the goods label should include:

  • Product name in English
  • Manufacturer/exporter’s name
  • Importer’s name
  • MADE IN VIETNAM (if necessary)
  • Package sequence number/total number of packages
  • Contract/invoice information (if applicable)
  • Notes on cargo arrangement and transportation (if applicable)
