The final conclusions on the scope of the product (Wooden Cabinets) review are expected to be issued on June 14, 2024.

For the anti-circumvention investigation, the final conclusion will be released on September 26, 2024. The Trade Remedies Authority of Vietnam (Ministry of Industry and Trade) has received information that the United States Department of Commerce (DOC) will extend the time to issue final conclusions on the scope review and anti-circumvention investigation regarding the trade remedy duties on imported wooden cabinets from Vietnam.

According to the DOC notification, the final conclusions on the scope review are anticipated to be released on June 14, 2024. For the anti-circumvention investigation, the DOC has also extended the time for issuing the preliminary and final conclusions to June 28 and September 26, 2024, respectively.

Additionally, the DOC has established third-country case numbers under the automated system of the US Customs and Border Protection (CBP) for Vietnam: A-552-106-000 and C-552-107-000.

This update aims to track the import processes of related products into the United States. The DOC has also issued a draft guideline on the procedures and processes to verify the origin and scope of imported wooden cabinets, which includes notes on suspension of liquidation and tax deposits, as well as certification mechanisms by the DOC and CBP.

Interested parties have until April 19, 2024, to comment on the draft guidelines, and the deadline for rebuttal comments is April 26, 2024.

The investigations into the scope of the product and anti-circumvention of trade remedy duties were initiated by the DOC in May and June 2022, respectively.

In September 2023, the DOC issued a notice adjusting the preliminary conclusion from March 2023, listing three instances of imported wooden cabinets from Vietnam with components manufactured in China falling within the scope of the original tax orders on China.

Since April 2020, the United States has imposed anti-dumping and countervailing duties on wooden cabinets originating from China, with anti-dumping duties ranging from 4.37% to 262.18% and countervailing duties from 13.33% to 293.45%.
